The problem with the transparent proxy is that you can’t put squid in between a SSL connection. For HTTP it’s simple, the end user has no idea that squid is in the middle.
I’m not sure how squid works if you use it as a regular HTTPS proxy, removing WCCP and configuring the proxy in your web browser. Perhaps you don’t need the certificate then.

According to the Squid-Cache wiki, version Squid 2.6 and later supports WCCPv2. If you want to download the latest version, you can take a look at the latest binary packages for Squid for various OS’es at this site.
