Looking at your configuration, report suppression is enabled, so you shouldn’t be seeing this behavior. However doing a little more research, I have found that IGMP snooping on Cisco IOU does seem to have some problems. Others have reported that it is not functioning as expected, and it could simply be a bug. Still others have mentoined that IOU only approximates IOS functionality and may not be true to actual device behavior. Take a look at the following posts on the GNS3 forum and Cisco community:

I suggest you try it out on VIRL or CML if you have access, or on IOSv devices on GNS3. Take a look at this post which states the difference between IOU and IOSv.
