As stated in this post below, the WebVPN feature is approaching its end of life, and is not available in the c1111 platform. That’s why you don’t see the webvpn commands.

Cisco ASA Anyconnect Remote Access VPN

Hello Johann The webvpn feature being used in this particular lesson is applied on a Cisco ASA. The ASA is a firewall device. However, WebVPN is also available on Cisco IOS devices. However, you must remember that WebVPN is an end-of-life technology, and has been replaced with FlexVPN.
