is there any other way one can implement automatic failover without using IP SLA when you have two connection to the same ISP terminating on different PE and one cisco Router at the customer.

If you only use static routing then your options are very limited. IP SLA is probably your best bet since you can track something remote. This makes it more reliable than something like interface tracking.
