When using VXLAN, there are several options that you can use to allow control plane communication. The control plane communication for VXLAN is necessary in order for VTEPS to map destination MAC addresses to remote VTP IP addresses. This can be done using any of the following:
VXLAN with static unicast VXLAN tunnels.
VXLAN with multicast underlay.
VXLAN with MP-BGP EVPN.
VXLAN with LISP.
As you can see, MP-BGP EVPN is indeed an option to support the VXLAN control plane, and it is a popular solution for data centers and private clouds.
